Classified section LOCKED

Why is the classified section locked for me?
I cannot post anything in it.
Have I personally been banned from that section for some reason?
Or is it locked for everyone?

in order to post a classified ad, you need to navigate to the category under which your ad should be placed. you can post within that category.
there is no posting in the 'all classifieds' section, but your ad will show up there.

Can you put this as a sticky in classified? I have had a bunch of people confused who don't go to the help section.
